Evelyn Wong, M.D., FACEP

Executive Director

Dr. Evelyn Wong is a board-certified emergency medicine physician and Fellow of the American College of Emergency Physicians with more than 28 years of experience serving patients throughout Southern California.

She earned her medical degree from the Keck School of Medicine at the University of Southern California and completed her Emergency Medicine residency at Harbor-UCLA Medical Center.

Dr. Wong serves as the Executive Director of Fully Alive Community Health (FACH), a nonprofit mobile healthcare organization providing free medical, dental, vision, and mental health services to underserved communities and disaster-affected populations. Following the 2025 Los Angeles wildfires, she led the deployment of two mobile medical units that provided care at the edge of the burn zone for five months. She also serves as Assistant Medical Director for Acts of Mercy International, supporting disaster relief efforts around the world.

Her passion for disaster medicine has led her from local emergency response to international humanitarian missions. After serving communities affected by the 2023 Maui wildfires, Dr. Wong expanded her focus on preparing healthcare teams for every phase of disaster response—from rescue and relief to long-term recovery.

Whether caring for patients in the emergency department, responding to disasters, or serving vulnerable communities, Dr. Wong is dedicated to delivering compassionate care while equipping others to serve where they are needed most.

Xochitl (Soh-chee) Flores, PA-C

Director of Clinical Services

Xochitl Flores, PA-C, is a dedicated Physician Assistant with more than 18 years of healthcare experience. She earned her Bachelor of Science in Nutrition from California State University, Los Angeles, and her Master of Science in Physician Assistant Studies from Samuel Merritt University.

Before joining Fully Alive Community Health, Xochitl spent 12 years practicing family medicine in community health centers, where she cared for underserved populations and developed a passion for building meaningful, long-term relationships with her patients. She is committed to providing compassionate, patient-centered care and empowering individuals to make informed decisions about their health.

Today, Xochitl serves as the Director of Clinical Services at Fully Alive Community Health, where she oversees clinical operations and helps expand access to quality healthcare through mobile medical clinics and community outreach programs.

Outside of work, Xochitl enjoys nature photography, interior design, missionary work, and spending time with her husband, children, friends, and her dog, Checkers.

Betty Yu, M.D.

Medical Director

Dr. Betty Yu is a board-certified Family Medicine physician who has had the privilege of caring for patients in the Fountain Valley and Huntington Beach communities for more than 30 years. She earned her medical degree from the David Geffen School of Medicine at UCLA in 1990 and completed the Kaiser Permanente Los Angeles Medical Center Family Medicine Residency Program in 1993. Throughout her career, she has practiced in both inpatient and outpatient settings and currently serves as the Service Chief of Family Medicine at MemorialCare Orange Coast Medical Center.

Dr. Yu believes that medicine is about more than treating illness—it is about building relationships, listening with compassion, and caring for the whole person. She considers it a blessing to walk alongside patients through any stage of life. She is honored to serve as the Medical Director of this ministry and is passionate about equipping healthcare volunteers to bring hope, healing, and the Gospel to underserved communities.
Dr. Yu has a heart for serving others through Christian medical missions and this adventure has taken her to China, the Philippines, Sierra Leone, and Mexico, where she has had the opportunity to share Christ’s love through compassionate medical care. She is grateful to partner with others who are committed to serving communities in need with both excellence and humility.

Outside of medicine, Dr. Yu enjoys ministering alongside her husband who serves as a pastor, and together they are blessed with three wonderful young adult sons and their beloved Golden Retriever, Blessie. She enjoys traveling and sightseeing with her family, creating lasting memories as they explore God’s beautiful world together.

Eddie Kao, D.D.S.

Director of Dentistry

Dr. Eddie Kao is a general dentist with more than 20 years of experience providing comprehensive dental care. He earned his bachelor’s degree in economics from Duke University before receiving his Doctor of Dental Surgery (DDS) degree from the University of Tennessee Health Science Center. He completed a General Practice Residency at Tufts University School of Dental Medicine in Boston, Massachusetts.
Dr. Kao owns and operates a private dental practice in Tustin, California, where he is committed to helping patients achieve healthy, confident smiles through compassionate, high-quality care.

He is deeply passionate about dental missions and believes that serving underserved communities is both a privilege and a calling. Through medical and dental outreach, Dr. Kao seeks to share God’s love by providing care to those who might otherwise go without treatment. He believes that stepping away from the demands of everyday life to serve others not only transforms the lives of patients but is also spiritually renewing for those who serve.
Outside of dentistry, Dr. Kao enjoys basketball, fishing, skiing, classical piano music, and spending time with his family, friends, and his dogs, Sammy and Zoey.

Vicky Pai, M.D.

Vision Director

Dr. Pai is a comprehensive ophthalmologist with undergraduate and medical degrees from UCLA. She also completed her ophthalmology residency training at the world-renowned Stein Eye Institute at UCLA. Dr. Pai specializes in treating cataracts (including astigmatism and presbyopia correcting lens implants and laser assisted surgery), glaucoma (including minimally invasive glaucoma surgery), pterygium, dry eye disorders, age-related macular degeneration, and diabetic eye disease. She has been recognized as one of the “Top Doctors” in Pasadena Magazine and is dedicated to providing comprehensive and compassionate care to patients. She is also fluent in Spanish and Mandarin. She is a fellow of the American Academy of Ophthalmology and a Diplomat of the American Board of Ophthalmology. She attends Vintage Church and lives in South Pasadena with her husband and two children.

Cameron Yu, O.D.

Co-Director Vision

Dr. Yu earned his doctorate degree as Valedictorian from Western University of Health Sciences College of Optometry. He graduated with a B.S. in Allied Health from Azusa Pacific University. Working as an optometric technician at optometry and ophthalmology clinics is how he discovered his passion for optometry. Dr. Yu is fascinated by how systemic conditions can often be diagnosed by evaluating the eyes. His passion for ocular disease has been further fueled by rotations through his externship sites. He has diverse clinical experience working with myopia management offices, private practices and many ophthalmology clinics including general ophthalmology, oculoplastics, and retina.

He completed his residency at Riverside-San Bernardino County Indian Health with an emphasis on Ocular Disease and Primary Care Optometry where he received training in advanced laser procedures such as selective laser trabeculoplasty, laser peripheral iridotomy, and YAG capsulotomy. Currently, he works as a medical optometrist providing care to the San Gabriel Valley and Inland Empire. He enjoys volunteering with Medical Mission Adventures (MMA), providing free eye care services to the uninsured and underserved patient populations within Southern California and beyond. During his free time, he enjoys being involved at church, spending time with family and friends, hiking/ exploring national parks, playing pickleball, and rock climbing.

Kent Nozaki, O.D.

Vision Director

Dr. Kent Nozaki has been providing exceptional optometric care to the South Bay community since opening his practice in Lomita, California, in 1984. He earned his Bachelor of Science in Biology from the University of California, Irvine, before receiving his Doctor of Optometry degree with Honors from the University of California, Berkeley School of Optometry. During his training, he was recognized with the Outstanding Clinician in Binocular Vision Award.

Beyond his private practice, Dr. Nozaki is passionate about serving underserved communities through volunteer work with Fully Alive Community Health, providing vision care to individuals experiencing homelessness and those without access to health insurance. He has also participated in international optometry mission trips to Oaxaca and Ensenada, Mexico, as well as the Dominican Republic.

A devoted husband, father, and longtime Sunday School teacher, Dr. Nozaki has taught elementary-aged children for more than 30 years. Outside the clinic, he is a lifelong Disneyland enthusiast. His love for Disney is reflected not only in family visits with his wife and two daughters but also in the extensive Disneyland memorabilia displayed throughout his office, bringing smiles to patients of all ages.

Wendy Fung, PharmD

Consultant Pharmacist & Informatics Specialist

Wendy is a pharmacist with more than 25 years of experience dedicated to advancing healthcare through innovation, leadership, and service. Throughout her career, she has developed and implemented pharmacist-led clinics in oncology, heart failure, and asthma care, expanding access to specialized services and improving patient outcomes. For more than 15 years, she served as an outpatient informatics pharmacist, leading major technology initiatives and system-wide improvements. She has also contributed to the design and optimization of pharmacy layouts and workflows across multiple healthcare facilities.

Beyond her clinical work, Wendy has a deep passion for humanitarian service. She served on the board of Project Compassion for 12 years, overseeing pharmacy logistics and budgets for international medical missions and personally participating in outreach efforts across more than 20 countries.
Today, Wendy continues to serve through disaster response efforts, providing essential medical expertise, operational support, and compassionate care wherever communities are in need.

Cheryl Jang, M.D.

Disaster Response Consultant

Dr. Cheryl Jang is a board-certified emergency medicine physician with decades of experience serving patients in Los Angeles and Glendale, California. She earned her medical degree from the Keck School of Medicine at the University of Southern California in 1985 and completed her Emergency Medicine training at Harbor-UCLA Medical Center.
Dr. Jang is affiliated with Adventist Health Glendale and was the first Medical Director to establish the Glendale Fire Department’s Prehospital Response System. She has also played an active role in Glendale’s disaster preparedness and emergency response initiatives.

In addition to her clinical work, Dr. Jang serves as the Medical Director for Acts of Mercy International, a humanitarian organization dedicated to disaster relief and medical outreach. Through this role, she has participated in numerous disaster response missions around the world, providing medical care and leadership to communities affected by natural disasters and humanitarian crises.

Dr. Jang is passionate about emergency medicine, disaster preparedness, and equipping healthcare teams to respond effectively during times of crisis, both locally and internationally.

Laura Tice, RN, MSN, CPN, NE-BC

Director of Nursing

Laura is a registered nurse with more than a decade of experience as both a bedside clinician and nurse leader in pediatric acute care. Throughout her career, she has served as a clinical instructor and nurse educator, with a particular emphasis on nursing education during her graduate studies.

Driven by a passion for global health and service, Laura has participated in healthcare initiatives in Uganda, South Africa, and Madagascar, where she focused on public health nursing and developing sustainable models of care in underserved communities.

Laura is deeply committed to serving others by following the example of Jesus Christ. She is especially passionate about mentoring and equipping the next generation of nurses, inspiring them to combine clinical excellence with compassionate, servant-hearted care. Through education, leadership, and humanitarian outreach, she strives to make a lasting impact on both patients and future healthcare professionals.

Meixine Song, RN

Director of Nursing

John & BJ Pace

Logistics Specialists

John joined Fully Alive Community Health as a volunteer in 2017 and quickly grew to love working with all the doctors and staff, learning as much as he could and helping in every department. His servant heart and attention to detail have made him a vital asset to our operations. When COVID shut down the medical clinics, John helped with the transition to vaccination clinics and got his wife BJ involved as well. No task is too small for this pair, and they are happy to do whatever they can to keep things running smoothly.

Fernando Quezada

Co-Director Medical

Fernando Quezada, PA-C, is an experienced Physician Assistant with more than 25 years of clinical practice in Internal Medicine, Cardiology, Urgent Care, and Family Medicine. He completed his Physician Assistant training at the University of Southern California and later earned a master’s degree with advanced Physician Assistant studies from the University of Nebraska Medical Center.

Fernando has a longstanding commitment to humanitarian healthcare. He began serving with Fully Alive Community Health from 2010–2013 as a volunteer medical provider alongside founder Louie Rosado. Today, he serves as Logistic support, helping coordinate mobile medical clinics and disaster response operations.

He has participated in numerous domestic and international disaster relief and medical mission trips with Acts of Mercy International and Fully Alive Community Health, including deployments to Ecuador, Baja California, El Salvador, Tepic, Mexico, and Maui.

Fernando is passionate about delivering compassionate, high-quality healthcare while demonstrating the love of Jesus Christ through service to underserved communities and those affected by disasters.

Yen Phan, MSN, FNP

Director of Registration

Yen Phan is a board-certified Family Nurse Practitioner with more than fourteen years of experience in Nursing and Family Medicine. She holds a Bachelor’s degree in Nursing from California State University Los Angeles and a Master’s degree in Nursing from the University of California, Los Angeles.

Yen brings vast experience in home health, inpatient cardiac care, nursing research, executive leadership, family medicine, addiction medicine, psychiatry, women’s health, pediatrics, wound care, and podiatry. Some of her notable achievements include Song Brown Fellow, HRSA Scholar, fellow of the UCI/UC Davis Train New Trainer Primary Care Psychiatry, and Certified Wound Specialist by the American Board of Wound Management. Yen is also currently the Secretary for the California Association of Nurse Practitioners, Greater Pasadena Chapter.

Yen has worked in the community serving the underserved and vulnerable populations since the start of her career, and she is passionate about bringing the hope of Christ to her patients. She speaks conversational Spanish and is fluent in Vietnamese and English.

Ethan Wang

Digital, Media, and Technology Coordinator

Ethan has worked with Fully Alive Community Health since the start of 2025, with the advent of the Eaton Fires. Starting as a regular volunteer who discharged patients, he is now responsible for the setup and takedown of all of the clinic’s technology, as well as releasing the monthly Fully Alive Community Health newsletter. He currently attends Sequoyah High School as a senior.

Ethan is deeply grateful for the broader LA community and how it has shaped his childhood. Thus, he is committed to giving back to the community that raised him through Fully Alive Community Health.

Kim Aasland

Outreach Coordinator

Kim Aasland serves as the Outreach Coordinator at Fully Alive Community Health, where she is dedicated to advancing community health, fostering resilience, and connecting fire survivors and community members with resources that promote healing, recovery, and hope. As an Eaton Fire survivor herself, Kim brings both professional expertise and personal understanding to her work, allowing her to walk alongside others with empathy, compassion, and authenticity.

Kim holds a Master of Public Administration from the University of Minnesota and a Bachelor of Arts in Sociology and Anthropology from Carleton College. Her professional experience is enriched by 16 years of service in Central Asia, where she developed deep cross-cultural leadership skills and a passion for holistic care. She is also a certified Spiritual Director, bringing compassionate listening and thoughtful accompaniment to individuals navigating life’s challenges.

As a Certified Disaster Case Manager, Kim has been instrumental in developing programs that strengthen recovery and community connection for fire survivors. She has launched initiatives including Community Circles, Peer-to-Peer Support groups, Wellness Retreats, Home Visits, and Community Dinners, each designed to reduce isolation, foster connection, and promote long-term wellness. Kim believes healing happens best in community and is committed to creating opportunities for people to rebuild lives, restore hope, and thrive together.
